For my own website, I used Lycos as my web host (they have a partnership with Tripod which made it free) and used Macromedia Dreamweaver to put together the pages.

Dreamweaver's pretty easy to use once you know what buttons on the toolbars do what. Plus you can download a free trial version (fully functional, I might add) from the Macromedia website which is good for 30 days. After that you'd need to pay to get a key to unlock it again. I got mine completely free from my old college so I'm happy
