In the general review queue I keep seeing submissions from guests, fellow members on LSI, and from Snap that are from July. What's going on? Is there a problem with LSI or is that how it's supposed to be if we get too many submissions?

Maybe those artists had a mod, and he/she didn't log in during 4 weeks - that's why.

Correct, if the moderator doesn't review the material it's transferred to the public review corner after (I believe) 4 weeks.
