| BAGHDAD, Iraq (CNN) -- Akila al-Hashimi, a member of Iraq's newly established Governing Council was shot early Saturday morning and is in critical condition, local police and officials told CNN.
As Hashimi's two-car convoy left her house, at least four gunmen opened fire shooting Hashimi, her brother, driver and guard, the policeman said.
Hashimi and her driver, who was shot in the back, are in critical condition, coalition officials reported. Her brother and driver are in stable condition, officials said. Local security guards killed at least one gunman, Iraqi police officer Rahim Said said.
The gunmen reportedly threw a grenade in the road, to prevent anyone chasing them, as they sped away. Police said the guards had spotted the same men hanging around the neighborhood for several days,
Hashimi is one of three female members of the Iraqi Governing Council, which was sworn in earlier this month. The council was approved by the U.S. and charged with running day-to-day governmental operations.
Most of the 25 council members are Iraqi exiles, and Hashimi is one of the few council members who held a high position with deposed leader Saddam Hussein's Baath Party.
Witnesses said she was conscious and moaning in pain when she arrived at a Baghdad hospital.
A hospital source said she spent roughly two hours on the operating table, and Iraqi and American surgeons operated on her. She was later taken to another hospital in a U.S. military ambulance.
Civilian administrator for Iraq L. Paul Bremer denounced the attack in a statement from Washington: "We are shocked and saddened by this horrific and cowardly act against a colleague and a respected member of the Governing Council of Iraq."
"We applaud the courage of Mrs. Hashimi, and indeed all members of the Governing Council, as they forge the way toward a new, democratic Iraq. They will not be deterred.
"This senseless attack is not just against the person of Akila Al-Hashimi. It is an attack against the people of Iraq and against the common goals we share for the establishment of a fully democratic government."
Leaders from France, Germany and the United Kingdom held a one-day mini-summit Saturday in Berlin. The talks between British Prime Minister Tony Blair, French President Jacques Chirac and German Chancellor Gerhard Schroeder came days before they meet U.S. President George W. Bush at the United Nations in New York.
Washington has been pushing for a U.N. resolution aimed at attracting more international financial and military help to ease the burden faced by the U.S.-led occupation force in Iraq. (Full story)
In remarks to reporters after the one-day meeting, Chirac said France believes the transfer of sovereignty to the Iraqi authorities should be established "as rapidly as possible" -- in a matter of months.
"I think that basically we don't have a difference of opinion, but as far as the means and the timetable -- we don't entirely agree yet."
